Citation: At approximately 0559 hours, I went into the processing area to begin scheduled procedure 01B02. After confirming that the monitor had completed his inspection; I began my own inspection. During my observation I found noncompliance, in which food contact surfaces were found to be unclean. The following is what was observed: In Cooler #3; where both tumblers are kept, Tumbler #1- there were product residues and solution left on the inside of the tumbler. This finding covered approximately a 5" x 2" area on the inside wall. One of the arms held dried up product residues along the entire arm and was on both sides of the lip. There was a hook; normally used to pull meat to and from the tumbler hanging on the side. This hook and its handle, held several pieces of meat , a film, and grease. Tumbler #2 - there were product residues and ingredient solution left, from the previous production. This finding was found on the inside walls and on both arms of the tumbler. One of the arms finding covered approximately 2 1/2 feet in length of the arm and the other about 1 foot in length. Three small pieces of meat was found floating on the inside bottom of this tumbler. A regulatory control action was taken on both tumblers and U.S. Reject tag's # B 36279167 ( tumbler #1) and B36279171 (tumbler # 2) were applied to both. I immediately notified both [redacted] and [redacted] of this noncompliance. All regulatory control actions taken remained in place and were not relinquished until the necessary corrective actions were taken. The establishment has failed to comply with the regulatory requirements listed in 9 CFR 416.13(c) and 416.4(a). Prior to my verification; the establishment had not completed their preoperational report. Once I showed Mr. [redacted] my finding of tumbler #2, he documented his record with an (x) not acceptable and tumbler #1 with a check mark as acceptable.


416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOPís.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
