Citation: At 1030 Hr. while reviewing the HACCP Form-008 , Kettle Report Record, I noted that the pre-shipment review record for Scrapple produced on 12/15 /2011 was not signed, timed, or dated. I asked [redacted] if this product Lot# 5349 was still in company control and he replied no. The HACCP CCP 1B Lethality was met for this lot of products according to the Kettle Report Records (SMI-HACCP-FORM-008). The plant did calibrate it's process monitoring equipment according to the Thermometer Calibration Log (SMI-HACCP- FORM- 003). The plant did document on HACCP System Verification Record (SMI-HACCP-FORM-001) that the direct observation of the monitoring procedure was acceptable. The HACCP Plan For Fully Cooked, Not Shelf Stable Products (Kettle Cooked) page 2 II. B. Pre-shipment Review Procedure states [redacted]. This is a violation of 9 CFR 417.5(c).


416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(d) Product must be protected from adulteration during processing, handling, storage, loading, and unloading at and during transportation from official establishments.

417.5(c) Prior to shipping product, the establishment shall review the records associated with the production of that product, documented in accordance with this section, to ensure completeness, including the determination that all critical limits were met and, if appropriate, corrective actions were taken, including the proper disposition of product. Where practicable, this review shall be conducted, dated, and signed by an individual who did not produce the record(s), preferably by someone trained in accordance with § 417.7 of this part, or the responsible establishment official.
