Citation: While performing pre-operational sanitation at establishment 09832, on 8/3/11 the following noncompliance’s were found at approximately 0605 within the slaughtering area after the plant had completed their preoperational sanitation inspection, but prior to operation: 1. The head rack on the north wall was found with dried blood and meat tissues from a previous production on the entire under surface of the cross bar. 2. Leg hooks for holding the front leg and rear leg during hide opening were found hanging on the knocking box with hair, blood, fat residues, and what appeared to be rust stains from previous production. 3. The spray handle for the PAA system was found with fat debris throughout the handle area (in direct contact with an employee’s hand) from previous production. 4. The brisket saw was found with muscle, fat, and bone tissues on and around the recipitator stem from previous production. 5. Five knives were found stuck behind wall separations near the inedible area door and behind piping adjacent to the walls near the south wall sink. These knives were not cleaned nor are the surfaces between the wall surfaces (where stainless and plastic wall meets) and piping and wall surfaces. Fat residues, blood, and extraneous materials were found on blade and handle surfaces. In the open storage area a slicer covered with plastic was found with what appeared to be mold as well as a knife on the same stand covered in what appeared to be mold. I immediately notified Mr. [redacted] of the noncompliance’s who had employees take immediate corrective action, cleaning and sanitizing the above mentioned equipments except for the slicer. I also notified Mr. [redacted] of the violation of 9 CFR 416.13(a), 9 CFR 416.4(a), as well as there own SSOP plan.[newline]An electrical box on the north wall in the boning area was found with a broken face and loose torn tape, exposing the wires beneath. I immediately notified Ms. [redacted] that this electrical box would have to be made safe immediately, prior to operation in this immediate area. After review of the plant pre-operational sanitation records it was found that none of the above noncompliance’s were found or documented except for the electrical box that is recorded on the plant improvement list and was recorded to be repaired by 9/15/11.


416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOP’s before the start of operations.

416.3(b) Equipment and utensils must not be constructed, located, or operated in a manner that prevents FSIS inspection program employees from inspecting the equipment or utensils to determine whether they are in sanitary condition.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
