Citation: At 0600 hrs on the 22nd of November, after the plant concluded their preoperational sanitation inspection, while performing preoperational sanitation verification, I observed the following noncompliance: Processing Room * organic residue and a rancid oder inside the stuffer's meat chamber (food-contact-surface); * numerous particles/pieces of meat and fat on back of the grinder's hopper hood and hoist framework; * a putrid/rancid smell on an employee's cut resistant glove (food-contact-surface); * rust and numerous pieces of meat and fat on the spare flaker adjacent to the primary flaker. The flaker is not in use; however, must be maintained. [redacted], was advised of the aforementioned noncompliamce. The plant's preoperational sanitation monitoring log has no documentation reflecting the insanitary conditions. In addition, the plant's Sanitation SOP, preoperational sanitation section states that the [redacted]. This is a failure of 9 CFR 416.13(a); 416.4(a);416.4(b); and 416.5(a). Consequently, official control action initiated and US Reject Tag #87619077, applied to the stuffer and cut resistant glove. The stuffer and glove were cleaned, sanitized, inspected and released. The grinder hopper hood and hoist frame were cleaned and sanitized immediately. The spare flaker needs to be reconditioned.

Regulation:

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOPís before the start of operations.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

4416.5(a) Cleanliness. All persons working in contact with product, food-contact surfaces, and product-packaging materials must adhere to hygienic practices while on duty to prevent adulteration of product and the creation of insanitary conditions.
