Citation: At 0600 hrs on the 5th of December, after the plant concl uded their preoperational sanitation inspection, while performing preoperational sanitation verification, I observed the following noncompliance: Processing Room *organic matter inside a stainless steel roll tub adjacent to the slicer (food-contact-surface); *organic matter on a stainless steel table and scale adjacent to the slicer (food-contact-surface); *numerous particles of seasoning on a scale stand and packaging table frame adjacent to the freezer: *blood, trash and a putrid odor in 3 plastic ined ible barrels; [redacted], was advised of the aforementioned noncompliance. The plant's preoperat ional sanitation monitoring log has no documentation reflect ing the insanitary conditions. In addition,the plant's Sanitation SOP, preoperational sanitation section states that the [redacted] This is a failure of 9 CFR 416.4(a);416.4(b); and 416.13(a). Consequently, official control action was in itiated and US reject Tag#87619085 was applied to the stainless steel roll tub adjacent to the slicer. US Reject Tag #87619084 was applied to the stain less steel table and scale adjacent to the slicer. The roll tub, table and scale were cleaned, sanitized, inspected and released. The 3 inedible barrels, scale stand and packaging table were cleaned and sanitized immediately. Repetitive NR: Management's unwill ingness/inability to properly implement the written procedures in the SSOP, and subsequent failure to prevent contamination of food-contact-surfaces prior to the start of operations, has resulted in a trend of noncompliance. This NR is l inked to NR #MDG530511316/1N, issued on 11/29/2011.Trends of noncompliance are identified as having the same/similar root cause.

Regulation:

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOPís before the start of operations.
