Citation: At 0600 h rson the 13th of December, after the plant concluded their preoperational sanitation inspection, while performing preoperational sanitation verification, I observed the following noncompliance: Processing Room * meat and fat on the interior of the upper cabinet door on the beef band saw (food-contact-surface); * Numerous particles of seasoning on approx 40 metal meat trays stored on the packaging tables adjacent to the freezer wall (food-contact-surface); * organic matter and foreign debris on the lower shelf of a plastic cart used for storing metal plates for the multivac machine. [redacted], was advised of the aforementioned noncompliance. The plant's preoperational sanitation mon itoring log has no documentation reflecting the insanitary conditions. In addition, the plant's Sanitation SOP, preoperational sanitation section states that the [redacted] Consequently, official control action was initiated and US Reject Tag #87619071 was applied to the trays, and US Reject Tag #87619072 was applied to the band saw. The trays and band saw were cleaned, sanitized, inspected and released. Repetitive NRs: Management's unwillingness/inability to properly implement the written procedures in the SSOP, and subsequent failure to prevent contamination of food-contact-surfaces prior to the start of operations, has resulted in a trend of noncompliance. Regulation:

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOPís before the start of operations.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
