Citation: At 0600 hrs on the 5th of January, after the establishment completed their preoperational sanitation inspection, while performing preoperational sanitation verification, I observed the following noncompliance: Processing Room * a sticky organic residue on the breading machine, specifically throughout the area where the transport belt is located (food-contact-su rface); * dirt and organic residue on the lower walls, specifically on the stainless steel coving and several inches of the adjacent floor and wall, throughout the entire room; * numerous stains on the white board (underside), on the table (used for holding knuckles prior to slicing) adjacent to the slicer and band saw; Blast Freezer * dirt, debris and organic matter in 3 aluminum tubs used for storing packaged ground beef [redacted] was advised of the aforementioned noncompliance. The plant's daily sanitation monitoring reports has no documentation reflecting the insanitary conditions. In addition, the plant's Sanitation SOP, preoperational sanitation section states that the [redacted]. This is a failure of 9 CFR 416.13(a); 416.4(a); and 416.4( b). Consequently, official control action was initiated and US Reject Tag #87619075, was applied to the breading machine. The bread ing machine was cleaned, sanitized, inspected and released. The 3 aluminum tubs in the blast freezer were cleaned and sanitized immediately. Repetitive NRs: Management's unwillingness/inability to properly implement the written proced ures in the SSOP, and subsequent failure to prevent contamination of food-contact-surfaces prior to the start of operations, has resulted in a trend of noncompliance. This NR is linked to NR #MDG0406010103/1N, dated 00/03/2011. Trends of noncompliance are identified as having the same/similar root cause.

Regulation:

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOPís before the start of operations.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
