Citation: HAT Category VIII -Stunning Effectiveness Today at approximately 13:10, I observed the stunning and euthanasia of a non-ambulatory cow. The barn employee used a captive bolt device, which malfunctioned on the first attempt, with no bolt protrusion. The noise startled the cow, and she attempted to move, but was not able to rise. The employee immediately re-loaded the device and attempted to re-stun the animal, however the device malfunctioned again, with partial bolt protrusion. The employee reloaded immediately and the device properly discharged, effectively stunning the animal. This is a violation of 9 CFR 313.15. I informed (Slaughter Manager) of the non-compliance and that an NR would be issued.


313.15 (a)(1) The captive bolt stunners shall be applied to the livestock in accordance with this section so as to produce immediate unconsciousness in the animals before they are shackled, hoisted, thrown, cast, or cut. The animals shall be stunned in such a manner that they will be rendered unconscious with a minimum of excitement and discomfort.
