Citation: At 0700 hrs. on 11/01/11 after the plant notified me that they have completed there own preoperational inspection and before operations had began. I performed the scheduled task of 01B02 of preoperational inspection of the cutup processing room and the following noncompliance was observed. The beef band saw had a buildup of dried meat and fat residue from the previous days production on the top of the blade slide guard and on the inside of the casement by the bottom blade guide. I proceeded to show Mr. and he had them clean it immediately after I showed him. No regulatory control action was taken due to the plant automatically started to reclean and sanitize the saw. This is in violation of regulation 416.4(a) which states that: All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product. I checked for similar NR's from the past 90 days and found none.
