Citation: As a result of an Food Safety Assessment performed at your establishment the following noncompliance's were observed: A. The establishment has a document associated with the selection of the CCP1B (Final Inspection /Trim). The document ("[redacted]") states that "... a [redacted]". The establishment management did not provide documents (decision making document) associated with the selection of CCP2B ("Acid Spray" step). This is noncompliance with 9 CFR 417.5(a)(2). B. Establishment has a document associated with the selection of the CCP1B (Final Inspection /Trim). The document ( "[redacted] ") states that " ...[redacted] ". The establishment management did not provide documents explaining why the establishment selected the location for CCP2B ("Acid Spray" step). This is noncompliance with 9 CFR 417.5(a)(2). C. For CCP1B ("Inspection/Trim") the establishment does not have supporting documentation for the procedures and frequencies. For CCP2B ("Acid spray intervention") the establishment does have support for the monitoring procedures for concentration of the peroxyacetic acid. The establishment management provided instructions for the test kit used for checking the concentration of the acid used for spray. Actual check for concentration on spray using the kit (kit is provided by was observed on 11/18/10. Establishment personnel conducted the check for concentration according to the instructions provided by the kit. The establishment does not have support for the monitoring frequency. The establishment does not have supporting documentation for the monitoring frequency and procedures of the coverage of the acid. These are noncompliance's with 9 CFR 417.5(a)(2). D. The establishment management did not provide supporting documentation for the verification procedures and frequency activities stated in the HACCP plan for both CCP1B and CCP2B. This is noncompliance with 9 CFR 417.5(a)(2). E. The establishment's HACCP plan states that [redacted] Actual monitoring of spray is being monitored on one carcass (including cheek meat) once per production period (cheek meat considered as part of carcass). This is noncompliance with 9 CFR 417.5(a)(3).

Regulation:

417.5(a)(2) The written HACCP plan, including decisionmaking documents associated with the selection and development of CCP’s and critical limits, and documents supporting both the monitoring and verification procedures selected and the frequency of those procedures.

417.5(a)(3) Records documenting the monitoring of CCP’s and their critical limits, including the recording of actual times, temperatures, or other quantifiable values, as prescribed in the establishment’s HACCP plan; the calibration of process-monitoring instruments; corrective actions, including all actions taken in response to a deviation; verification procedures and results; product code(s), product name or identity, or slaughter production lot. Each of these records shall include the date the record was made.
