Citation: On 3/27/2012 at approximently 0715 while doing preoperational sanitation I noted that two offal racks in the offal cooler had not been properly cleaned from the previous days production. There were blood smears and fat on several shelves and the framwork of both racks. This deficiency was not noted on the Establishment Pre-operational sanitation record. [newline] [newline][newline] [newline]9 CFR 416.4 Sanitary operations.[newline](a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.[newline](b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

Regulation:

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
