Citation: While performing PBIS verification procedure 03J02 on product produced on 11-09-2010, under the establishment's Slaughter HACCP Plan dated and signed by on 01-29-2010, non-compliance was observed with USDA Regulations. A review of the establishment's daily slaughter report for the date 11-09-2010, with the pre-shipment review signed on 11-09-2010 reveals that the establishment verified the monitoring of CCP1B zero tolerance fecal, by direct observation. No other verification procedures were performed for the records generated on production day 11-09-2010. The establishment's HACCP Plan states a frequency for verification as follows, " [redacted] ". Findings by inspection are a violation of 9 CFR 417.5(a)(3) which states "The establishment shall maintain the following records documenting the establishment's HACCP plan: Records documenting the monitoring of CCP's and their critical limits, including the recording of actual times, temperatures, or other quantifiable values, as prescribed in the establishment's HACCP plan; the calibration of process-monitoring instruments; corrective actions, including all actions taken in response to a deviation; verification procedures and results; product code(s), product name or identity, or slaughter production lot. Each of these records shall include the date the record was made." Inspection reviewed previous month's records and found the same violation on 10-19-2010, and 10-05-2010. Although all records on these dates appeared correct when reviewed by inspection, the establishment either failed to perform or document the performance of the record review verification procedure. was informed of this non-compliance with regulations both verbally and in writing with the issuance of this Non-compliance Report.
