Citation: Today 04/10/2012, at approximately 0915 hours while performing the operational sanitation task during the slaughter procedures on the slaughter floor at Establishment 7491 I observed noncompliance.  A company employee had placed a skinning knife on top of the dehairer machine; he proceeded to pick up the knife and began to use it to skin a hog.  The dehairer had not received pre-operational sanitation inspection as documented on Establishment 7491's SSOP record because it was not being used in today's slaughter production.  There were visible specks of fat and pieces of hair on the dehairer at the time the knife was placed on it.  When notified of the noncompliance, plant management took immediate corrective actions; therefore no retain/reject tags were placed.  Mr. was verbally notified of this noncompliance and the failure to meet regulatory requirements 9 CFR 416.1 which states "Each official establishment must be operated and maintained in a manner sufficient to prevent the creation of insanitary conditions and to ensure that product is not adulterated.", 416.13(c) which states "Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP's.", 416.4(a) which states "All food contact surfaces, including food contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product." and 416.4(b) which states "Non-food contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.".  The establishment also failed to follow their SSOP Plan dated December 6, 2011 which states on page 2 under 6. Operation Sanitation c. [redacted]."

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
