Citation: HAT Category III (Water and Feed Availability): On June 24, 2010 at approximately 0545 hrs, inspection program personnel (IPP) performing ante-mortem inspection noted the following noncompliance: 100 animals (FFV-calves) located in pen #1 and pen #2 were noted to have no access to water (the water troughs located on the side of the pens were empty). Mr. Quality Control Supervisor, was notified of the inhumane handling noncompliance and failure to meet 9 CFR 313.2(e). Upon observation of this condition, an establishment employee was immediately notified and IPP verbally requested that the necessary steps be taken by the establishment to bring the condition into compliance. At this time, the animals inside pen #1 and pen #2 were immediately provided water, therefore no U.S. Retain/Reject Tag was issued.


313.2(e) Animals shall have access to water in all holding pens and, if held longer than 24 hours, access to feed. There shall be sufficient room in the holding pen for animals held overnight to lie down.
