Citation: On October 12, 2010 at approximately 0550 hrs, I performed ISP procedure code 01B02, pre-operational sanitation inspection. This inspection was conducted after the establishment's pre-operational sanitation inspection and prior to production. During my inspection, the following noncompliance was noted in the case ready department: meat/fat residue and small particles of meat/fat, ranging in size from 1/8" an smaller, were noted on the side panels and inside housing of roll stock #2 machine. This is a non-product contact surface; however, the meat/fat particles from previous days' operation create an insanitary condition. In addition, numerous pieces of discarded plastic (shavings from the plastic packaging material) were noted on the floor underneath roll stock machine #2. The roll stock machine was rejected with U.S. Reject/Retain Tag # B31830043. Mr. Quality Control, was notified of the noncompliance, insanitary condition, and failure to meet the Meat and Poultry Regulation 416.4(b). A review of the establishments pre-operational sanitation records produced on 10/12/10, Pre-op SSOP CRW 1, indicated the establishment found roll stock machine #2 acceptable during their pre-operational sanitation inspection.


416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
