Citation: On 12/19/2011 at approximately 1145 hrs, IPP PHV Dr. went to the kill floor to perform a post-mortem veterinary disposition on a veal carcass, including all detached organs and other parts belonging to this carcass. This carcass was retained on the afternoon of12/15/2011 and U.S. Retain Tag MPD64420937 was affixed to the carcass. After the slaughter was completed on 12/15/2011, this carcass was locked in the slaughter cooler utilizing an overhead rail lock system with USDA locks, while the corresponding viscera and head were stored on a cart adjacent to this carcass. The appropriate coresponding section of U.S. Retain tag MPD64420937 was affixed on the detached head/viscera of this carcass to keep the proper identification of the detached organs. While the PHV was performing his post-mortem veterinary disposition, the establishment could not locate the retained/identified detached head of this carcass. [newline][newline]Upon further investigation, the head of this carcass was found and presented to IIP the following day. I was notified by the establishment that a shipping employee mistakenly removed the retained head from the cooler. The establishment was verbally notified of their failure to maintain the identity of the retained carcass parts until final inspection had been completed. The establishmnet was also notified, that in all cases, tags shall not be removed on any identified carcasses, organs, or other parts, except by a Program employee. [newline][newline]Mr. Q.A. supervisor, and Mr. Plant Manager, were notified of the noncompliance and failure to meet the Meat and Poultry Regulations 310.3 and 310.4.


310.3 Each carcass, including all detached organs and other parts, in which any lesion or other condition is found that might render the meat or any part unfit for food purposes, or otherwise adulterated, and which for that reason would require a subsequent inspection, shall be retained by the Program employee at the time of inspection. The identity of every such retained carcass, detached organ, or other part shall be maintained until the final inspection has been completed. Retained carcasses shall not be washed or trimmed unless authorized by the Program employee.

310.4 Such devices and methods as may be approved by the Administrator may be used for the temporary identification of retained carcasses, organs, and other parts. In all cases, the identification shall be further established by affixing ‘‘U.S. Retained’’ tags as soon as practicable and before final inspection. These tags shall not be removed except by a Program employee.
