Citation: On January 26, 2012 at approximately 0921 hrs, I performed Inspection Task HACCP Slaughter. While performing the review and observation verification activity as the off-line inspector to verify the establishment’s HACCP critical control points, the following noncompliance was observed in the establishment’s slaughter floor: the establishment’s veal slaughter flow chart and HACCP plan This CCP is [redacted]. Upon selecting a carcass for inspection after the final trim process step, I observed a yellowish/brown fecal smear on the dorsal surface of a carcass tail approximately “ in length and “ in width. This carcass was then moved to the scale area by the establishment. At this point, the carcass was immediately retained by inspection personnel for further trimming and re-inspection.[newline][newline]A review of the establishment’s CCP B3 HACCP record, Zero Tolerance Monitoring Form, produced on 01/26/12, indicated that this CCP was last monitored by the establishment at 0903 hrs and the results were recorded as “acceptable”. As a result of the noncompliance, the establishment re-inspected all carcasses produced after 0903 hrs as part of their corrective actions.[newline] [newline]Mr. Slaughter Manager, was notified of the noncompliance, insanitary condition, failure to meet the Meat and Poultry Regulations 417.2(c)(4) and 310.18, and failure to execute the establishment’s veal slaughter HACCP plan.


310.18(a) Carcasses, organs, and other parts shall be handled in a sanitary manner to prevent contamination with fecal material, urine, bile, hair, dirt, or foreign matter; however, if contamination occurs, it shall be promptly removed in a manner satisfactory to the inspector.

417.2(c)(4) List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits
