Citation: On May 22, 2012 at approximately 02:40 hours, I performed a Sanitation Performance Standards (SPS) Verification Task in department #2155 (Frank Packaging Room). To perform this task, I specifically verified that all persons working in contact with product, food-contact surfaces, and product-packaging materials was adhering to hygienic practices while on duty to prevent adulteration of product and the creation of insanitary conditions. While performing this task, I observed the following noncompliance: I observed a plant employee entering department #2155 as he was returning to work from a production break. As he entered the room, he walked by the handwash stations and helmet sanitizing station, bypassing the area. The employee proceeded to the uniform hanging location where he dressed into his yellow Ready-To-Eat department designated frock/ coat, and then proceeded towards department #2160 (Frank Peeling Room) where he then entered. At this time, the department supervisor was not present to witness and/or to address my observation. Approximately 3 minutes later, an employee of the department whom also witnessed the infraction assisted IPP by providing instructions to the violating employee and guided him back to department #2155, where he removed his frock and discarded it into a soiled garment container and then performed the hygienic procedures that he failed to do upon first entering this RTE production room, as outlined in the establishment's Listeria Control Program. Mr. FSQA Technician and Mr. FSQA Supervisor, were both notified verbally and in writing with this noncompliance record of the establishment's failure to meet the Meat and Poultry Regulatory Requirements of 9 CFR 416.1 and 416.5(a) and of the ineffectiveness of the establishment's Listeria Control Program, dated: 3/30/12, which states on page 4: RTE PRODUCTION ROOM TEAM MEMBER PROCEDURES-[redacted] .No NR's with similar cause were found documented within the previous 90 days.
416.1 Each official establishment must be operated and maintained in a manner sufficient to prevent the creation of insanitary conditions and to ensure that product is not adulterated.
416.5(a) Cleanliness. All persons working in contact with product, food-contact surfaces, and product-packaging materials must adhere to hygienic practices while on duty to prevent adulteration of product and the creation of insanitary conditions.
