Citation: Today 06/21/2012 at approximately 5:45 hours, after the establishment performed pre-operation inspection for adequacy and effectiveness of the plant’s SSOP procedures for preventing direct contamination. I observed the following product contact surface non-compliances in rooms 2140 and 2135. [newline]In room 2140 chop and mix, the following non-compliances were observed. Several product fragments measuring up to ¼ inch in diameter were observed in the grinder well next to the push bars. Several product fragments measuring up to ¼ of an inch were observed on the block grinder auger.[newline]In room 2135 raw meat cooler the following non-compliances were observed on 2 product shovels. The spades on both shovels had several product fragments measuring up to ¼ inch in diameter; furthermore, in the same room the product dumper had product residue of similar size on the base supports. All of the product residue observed was from a previous day’s production, and a potential food safety hazard. Mr. , area supervisior was notified immediately. All the areas in question, where washed & sanitized immediately.[newline] I reviewed the establishment’s pre-operation sanitation records for the rooms in question and found no mention of these deficiencies. Some of these deficiencies were logged in after USDA pre-op completion, and stated such. Mr. was notified verbally and in writing of this non-compliance and failure to comply with 9 CFR 416.13, 416.4(a), 416.4(b). I reviewed the establishment’s SSOP plan revised: 01/13/12 which states on pg. 3, “[redacted].” [newline]This non-compliance serves as written notification of a monitoring non-compliance.[newline] NR# linkage: MXL2214064220 N dated: 06/20/2012, for the same issue: pre-operation sanitation inspection.[newline]
416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOP’s before the start of operations.
416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
