Citation: At approximately 0720 hours, Dr. Inspector and myself observed a clear fluid drip from a ceiling pipe drop directly onto the rehang stand. No regulatory control action was taken, as the plant took immediate corrective actions. We reviewed the establishment's SSOP Operational Sanitation Procedure and it states that " ". Additionally, while observing the plant personnel performing 10 bird zero tolerance check, we noticed black grease spots on the drip pan. We then followed the drips up the unshackled portion of the line in between every other shackle. I checked the nadir of the unshackled component for black grease and condensation. Black grease and water came off onto my finger. No condensation was observed dripping on product, therefore no regulatory control action was taken. Furthermore, while observing the wax peeling procedure we noticed about 6-8 inches of wax pieces covering the entire surface of the wax table. We also observed the wax falling on the floor due to the overflow. Wax pieces covered the entire work floor area. Employees were stepping and walking on the wax. Feathers from the picker were mixed in on the floor with wax pieces. During the break, we observed plant employees cleaning the wax off the floor using a red shovel designated for inedibles and dumping the wax into a blue plastic barrel with label "Wax". A regulatory control action was taken and tag number B30413701 was placed on the barrel. We reviewed the wax SSOP and saw that the establishment reuses wax from the floor after reconditioning it. The establishment is not effective in controlling the process to prevent excessive amounts of wax from falling on the floor. Mr. HACCP Manager, was notified of the noncompliance. The establishment is not complying with 9 CFR 416.13(c), 416.2(d), and 416.4(d).

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOPís.

416.2(d) Ventilation. Ventilation adequate to control odors, vapors, and condensation to the extent necessary to prevent adulteration of product and the creation of insanitary conditions must be provided.

416.4(d) Product must be protected from adulteration during processing, handling, storage, loading, and unloading at and during transportation from official establishments.
