Citation: On 26 April 2012, at approximately 0710 hrs, Insp [redacted] and I observed the following SPS noncompliance in the New York Room: In the hock cutting area, the conveyor belt and various horizontal surfaces, including the chute, contained numerous feathers from the previous day's production. Additionally, there was a very large dead housefly on the surface of the chute. Upon identification of the noncompliance, Insp [redacted] affixed US Rejected/US Retained tag number B21237511 to the noncompliant equipment. [redacted] QC, was notified of the noncompliance at the time of identification by FSIS personnel. An establishment employee cleaned and sanitized all equipment in our direct presence; by 0715 hrs, we reviewed this employee's efforts, deemed them to be satisfactory, and removed the US Rejected/US Retained tag and released the area for production.  The establishment is not in compliance with the following regulations:  9 CFR 416.1 & 9 CFR 416.4(b).

Regulation:

416.1 Each official establishment must be operated and maintained in a manner sufficient to prevent the creation of insanitary conditions and to ensure that product is not adulterated.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
