Citation: At approximately 0855 hours, I went to observe the scalder area. As I was standing in the doorway between evisceration and the scalder room, I saw water drip from an overhead pipe onto the re-hang belt, a product contact surface. The pipe is a dead end pipe covered in black foam insulation and held in place with black electrical tape. Water drops could be seen forming through the insulation and dripping onto the belt. The belt at the time of the occurrence was empty of any product. I asked the evisceration supervisor to stop the line as he was working the line. I informed him of the situation and once informed told Mr. [redacted] slaughter supervisor, that the line could be re-started but not re-hang belt. Mr.  [redacted] HACCP Manager, was verbally informed of the non-compliance. The establishment took immediate corrective actions and therefore no regulatory control action was taken. The establishment's SSOP states that  [redacted] Review of the establishment's operational sanitation form does not mention the drip from the pipe. The establishment is not complying with 9CFR 416.13(c), 416.4(a), and 416.2(e),


416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOPís.

416.2(e)(3) Plumbing. Plumbing systems must be installed and maintained to: Prevent adulteration of product, water supplies, equipment, and utensils and prevent the creation of insanitary conditions throughout the establishment;

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
