Citation: At approximately 1255 hours, while performing an unscheduled 03J01 procedure consisting of randomly examining 10 turkey carcasses, I observed fecal material, approximately 3 mm by 4mm of brownish green material on the fat of the inside surface of the abdominal flap. The evisceration supervisor, Mr. was immediately and shown the non-compliance as was Mr. HACCP manager when he entered the area. Regulatory control was taken by placing regulatory tag, tag number B34802785 on the affected tank, tank 18.The line speed was initially reduced by 10% but then stopped due to the absence an additional person between the final outside wash and the house inspector. This additional person was absent during the 03J01 procedure. In a previous NR, NR number0032-2011-17410 dated 7/12/2011, the plant stated that the preventive measures to a fecal failure in turkeys was " When processing turkeys, one person will be stationed between the final outside wash and the house inspector to inspect turkeys for fecal." The plant began corrective actions by placing a person between outside wash and house check. The regulatory control of line stoppage was released. Following an acceptable re-check of 10 randomly chosen carcasses from the line, regulatory control over the line speed was relinquished. Past Similar NRs - Previous Ineffective Plant Actions: The plant did not implement the corrective action of placing a person between final wash and the house check to inspect turkeys for fecal. NR: 32-2011 dated 7/12/2011


381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.

417.2(c)(4) List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits;
