Citation: At approximately 0905 hours, I was observing the activities occurring in the evisceration department due to line stoppage as a result of equipment failure. I went over to review the CCP records for today, CCP [redacted] and CC# [redacted] I noticed that tank number 9 which contained hearts, livers, and gizzards had been documented as entering the chill tank at 0706 hours. Tank number 11 containing paws also had been documented as entering the cooler at 0706 hours. There was no documentation showing that the product had meet the [redacted] which in the case of these products would be 0906 hours. I then preceded to the chiller to determine if the product was being monitored and noted that there was no one in the chiller monitoring tanks #9 and #11. I then saw Mr. [redacted] Plant Manager, at the inspection station and went to show him the time on my cell phone which was 0908. I then had Inspector [redacted] follow me to the stand that held the CCP records to ensure someone had not gotten involved with the activities in the evisceration department and had forgotten to enter the data. Inspector [redacted] and I reviewed the records again and noted that there had been no entries for the monitoring of CCP #2 for tanks # 9 and #11. We then looked in the cooler again and once again saw no one in the cooler. We verbally informed Mr. [redacted] Plant Manager, and Mr. [redacted] Slaughter Supervisor, of the non-compliance. I placed tag number B40113092 on tank number 9 and tag number B40113091 on tank number 11. The establishment is not complying with 9CFR 417.2(c)(4) and 381.66(c)(4).


381.66(c)(4) Giblets must be chilled to 40 F or below within 2 hours from the time they are removed from the inedible viscera, except that when they are cooled with the carcass, the requirements of paragraph (b)(2) of this section must apply. Any of the acceptable methods of chilling the poultry carcass may be followed in cooling giblets.

417.2(c)(4) List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits;
