Violation: 381.65(e), 417.4(a)(2)(ii)

Citation: At approximately 0642 hours, I performed a zero tolerance fecal check on the turkey evisceration line past the final washer and fecal scrubber, but prior to the turkey carcass entering the turkey soaker.( Performance of this check is part of the 03J01 procedure.) I randomly selected ten carcasses from the evisceration line and inspected them for visible fecal contamination. I observed fecal on one of the ten birds selected from the turkey line. The fecal was observed on the left hock area, and it was little brown in color. It was approximately 1/4" in diameter. Since there were no employees between me and the turkey soaker when performing this check, it is reasonable to assume the contaminated bird would have entered the turkey soaker in violation of regulation 381.65(e). I immediately notified Mr. (First Processing Superintendent) and Mr. (Plant Manager) of the noncompliance. This is the direct violation of 9 CFR 417.4(a)(2)(ii), 381.65(e), as well as the plant's own HACCP plan, Turkey Slaughter CCP # 1. Past Similar NRs - Previous Ineffective Plant Actions: Ineffective dress procedure to prevent reoccurrence of fecal contamination on the hock area. NR: 30-2010 dated 9/13/2010 This document serves as written notification that your failure to comply with regulatory requirement(s) could result in additional regulatory or administrative action.

Regulation:

381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.

417.4(a)(2)(ii) Direct observations of monitoring activities and corrective actions;
