Citation: At approximately 0300 hrs on 03/29/2011, Quality Assurance Technician released the slaughtering area of establishment 01015-P to USDA for preoperational inspection. While performing ISP 01B02(preoperational sanitation inspection), prior to the start of operations but after the establishment's preoperational sanitation was completed the following noncompliances were found at approximately 0355 hours: 1) In Preop Area # 4 Item # 17-The turkey soaker unloader had a buildup of previous days' production residue (turkey fat and feathers) on it. The sizes of residue varied and were too numerous to count. No tag was applied to the unit. Mr. (Sanitation Manager) had to call for first processing maintenance to remove the bolts from the unloader, so sanitation employees could recleaned and resanitized the unit. 2) In Preop Area # 5 Item # 3-The chicken salt shaker table had previous day's production residue (chicken fat and feathers) on it. The sizes ranged from 1/4" to 2". No tag was applied as I remained in the area until sanitation employee recleaned and resanitized the unit. 3) In Preop Area # 6 Item # 1- The turkey chiller bird unloader and conveyor belt had previous day's production residue on it. The guide bar to the bird unloader had a buildup of turkey fat and feathers covering the entire bar. The conveyor belt had black specks on it. The sizes ranged from 1'16" to 1/4". No tag was applied as I remained in the area. I immediately notified Mr. of these noncompliances. This is the direct violation of 9 CFR 416.13(c), 416.3(a), 416.4(a), 416.4(b), 416.4(d), as well as the plant's own SSOP plan, SSOP # 1. 9 CFR 416.3(a), which may include but is not limited to equipment and utensils used for processing or otherwise handling any poultry or poultry product shall be kept clean, sanitary, in good repair, and ensure cleanliness in the preparation and handling of all edible poultry product and avoid adulteration and misbranding of such products. Also, establishment 01015-P, SSOP # 1 states that . Upon reviewing the establishment's preoperational records, there's no evidence that the establishment's sanitation personnel or Q.A. Techs have discovered these noncompliances, nor is there written documentation of these noncompliances. Past Similar NRs - Previous Ineffective Plant Actions: Ineffective cleaning and monitoring of equipment by sanitation personnel. NR: 6-2011 dated 3/21/2011 This document serves as written notification that your failure to comply with regulatory requirement(s) could result in additional regulatory or administrative action.

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.3(a) Equipment and utensils used for processing or otherwise handling edible product or ingredients must be of such material and construction to facilitate thorough cleaning and to ensure that their use will not cause the adulteration of product during processing, handling, or storage. Equipment and utensils must be maintained in sanitary condition so as not to adulterate product.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(d) Product must be protected from adulteration during processing, handling, storage, loading, and unloading at and during transportation from official establishments.
