Violation: 381.65(e)

Citation: While performing a zero tolerance test on the chicken evisceration line this morning at 5:10 am, one of the ten carcasses selected had fecal material inside the breast around the opening cut. The fecal material was brown with a slight pasty consistency consisting of multiple deposits, ranging in size from approximately 1/4 inch to 1/2 inch diameter each. As per the plants program, I stopped the evisceration line and notified 1st Processing Superintendent who instituted corrective actions.[newline]Since this test is performed after the last on-line intervention with no personnel between the carcass selection site and entry into the chicken soak tank, it can be determined that without this finding, the fecal material would have entered the chilling system, therefore, the requirements of part 381.65(e) of 9 CFR and the plants' Chicken Slaughter HACCP plan, CCP # 1, were not met. [newline][newline]The plants records show that the tests required by the establishment were performed as required by their programs and found compliant. [newline][newline]A similar occurrence was documented on 07/13/2011, under the NR cited in block # 6a of this document. The proposed corrective actions and preventative measures were ineffective as demonstrated by todays' regulatory and HACCP non-compliance. Failure to initiate effective corrective actions and preventative measures could result in additional regulatory and/or administrative actions.

Regulation:

381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.
