Citation: On 02/14/2011 at approximately 0408 hours, while I was walking through the picker room after performing ante mortem inspection, I observed some grease and feathers on food contact surfaces of the New York Dress (NYD) conveyor after the hock cutter but before the chicken conveyor where they hang the chickens on the evisceration line. The grease spots were black in color in sizes of about 1/16 inch up to several square inches. The plants SSOP record was not yet available, but the slaughter process had begun which would have allowed the use of that equipment had I not taken a regulatory control action and tagged the conveyor with tag #B37852529. I informed Mr. the Assistant Plant Manager and Mr. The Sanitation Manager. The picker line was stopped and the establishment started their corrective action by washing the NYD conveyor. I re-inspected the conveyor and released it at 0415 hours. At approximately 0630, my supervisor and I observed the following items prior to their use: Covers for tube lights and the associated framework over the exit conveyor for the turkey soaker and over the product wash station between the turkey salt area and the dip line exhibit a coating of product residues and dirt. The white insulated pipe over the turkey unloader for the main chiller has black build up at various points. The plants SSOP record does not have deficiencies documented related to the items noted above. Parts 416.13(c) and 416.4(a,b,d) of 9 CFR were not met. All deficiencies were from previous days operations. A similar occurrence was documented on NR ARE5407023507N/1 on 02/07/2012. Failure to implement effective corrective actions and preventative measures could result in additional regulatory and/or administrative actions. You are advised of your right to appeal this decision as delineated by 381.35 of 9 CFR.

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(d) Product must be protected from adulteration during processing, handling, storage, loading, and unloading at and during transportation from official establishments.
