Citation: While observing conditions of the facility at Establishment 01015-P, on 3-14-12, the following SPS noncompliance were found in the dry storage receiving area at approximately 0530hrs. One box of a skid of Salami seasoning on the second level storage rack was found with a hole through the box and protective interior liners allowing spice mix to be exposed and falling from the box. No employees were in the area so retain tag B37853308 was applied to this skid of non-meat ingredient. A skid of bagged carrageenan was found top loaded with another skid of dry non-meat ingredients and holes turn on the top layer of carrageenan bags exposing the non-meat ingredient directly to the bottom of the top layered skid. Retain tag B37853469 was applied to these two skids. I notified Mr. of the noncompliance with 9 CFR 416.4(d) SPS regulatory requirement, and that two USDA retain tags had been placed on the non-meat food ingredients within the receiving area storage racks, at approximately 0600 hrs. I also notified Mr. that designees had failed to properly implement and monitor thier own written prerequisite and SPS programs that are support for their SSOP program. After review of the establishments records it was found that the receiving prerequisite form does not reveal any damage of the received non-meat ingredients and the SPS form #12 does not reveal that any of the above mentioned noncompliance were noticed by plant personnel while performing their monitoring of these areas.
416.4(d) Product must be protected from adulteration during processing, handling, storage, loading, and unloading at and during transportation from official establishments.
