Citation: Today at approximately 3:26 am while walking through the evisceration department, I observed one of the sprayers in the on-line reprocessing (OLR) cabinet not spraying antimicrobial. There appeared to be no antimicrobial dispensing from the sprayer. Facing the turkey soaker, the sprayer was on the far right side of the cabinet. A few seconds later, the chicken line was stopped and all sprayers stopped. When the line started approximately 10 seconds later, all sprayers except the one noted above began spraying. Regulatory control action was taken and I stopped the MEYN line at approximately 3:27 am. No product was involved. Close by maintenance personnel asked what was wrong and when I told him the issue he immediately began corrective actions. I notified Mr. Chicken Evisceration Supervisor, of the one sprayer not working properly. No USDA rejection tags were placed as I remained in the area until corrective actions were taken. I released control of the line at 3:29 am. A review of the monitoring record for CCP #2 showed that the last check performed by QA was at 3:16 am and documented that the concentration of [redacted] was within the critical limits and that the spray coverage was acceptable. The requirements of 9 CFR 417.4(a), 417.2(c)(3), and CCP #2 of the establishment's Chicken HACCP Plan were not met. This noncompliance is being linked to NR #ARE3809033713N dated 3/13/2012.It is also being linked to NR #ARE 1810124320N dated 12/20/2012. Further planned actions to have checks to ensure proper application have been ineffective.

Regulation:

417.2(c) The contents of the HACCP plan. The HACCP plan shall, at a minimum:

417.4(a) Every establishment shall validate the HACCP plan’s adequacy in controlling the food safety hazards identified during the hazard analysis, and shall verify that the plan is being effectively implemented.
