Citation: At approximately 2245 hrs. I observed the following noncompliance in the evisceration department at the pre-chill station. While verifying QA performing a ten bird fecal test from the east line, I observed a production employee preparing to remove chicken carcasses from a gray barrel to introduce them to the chill system line. The gray barrel of chicken carcasses were previously released from the reprocessing station by QA at 2227 initialed by When the employee removed the lid from the gray barrel I observed fecal material on the breast of one chicken carcass. I immediately initiated regulatory control action and stopped the employee from proceeding. I also observed a second barrel of chicken carcasses released from the same lot of reprocessed chicken and had QA take the lid off of that barrel. I observed one chicken carcass with fecal material on the leg. I retained both barrels of chicken carcasses released from lot 2A by QA CD with U.S. tag #B39802026 and notified of the noncompliance. Night shift plant manager was notified and while looking at the chicken in the gray barrel, observed fecal material in the rib cage of one carcass. The fecal material I observed on the breast and leg of both chicken carcasses was dark greenish in color, with a thick pasty semi solid consistency, approximately 1/16" in diameter. The product released by QA at the reprocessing station CCP #2B is the last point of location where preventive measures could be exerted before entering the chill system. I then performed an 03J02 procedure for the specific lot for all ccp's plus the pre-shipment review. This document serves as a written notification that failure to comply with regulatory requirements could result in additional enforcement action described in 9 CFR part 500. Regulation:

381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.

417.2(c)(4) List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits;
