Citation: At approximately 0613 hours, while performed an unscheduled review and observation component for the 01C02 procedure in the Breast Deboning Department, I observed water dripping from drip pan onto boneless skinless breasts and grading table at Breast Line [redacted] At close examination, I observed white cloudy water dripping onto the product and grading table at Breast Line [redacted] the dirty water was dripping from underneath of the drip pan at approximately every thirty (30) second. I immediately took a regulatory control action by stopping production on Breast Line [redacted] I informed (Breast Deboning Supervisor) and (Second Processing Superintendent) of my observation. I rejected Breast Line [redacted] for unsanitary condition with US Rejected Tag B39 801328. I retained approximately one hundred (100) pound of product (boneless skinless breasts) with US Retained Tag B39 801324. All affected product were taken to the product recondition station. After sanitary conditions were restored and the process was under control, I relinquished the regulatory control actions on the Breast Line [redacted] There was approximately thirty (30) minutes downtime with this noncompliance. A check of the plant SSOP's and GMP forms, plant's Operational Sanitation record (Deboning) shows no documentation for the above noncompliance's. The Establishment SSOP Plan under Operational Sanitation, revisions effective 03-18-2008: Processing " [redacted] ". Establishment management has received oral and written notification concerning this noncompliance. The noncompliance involved direct products cross contamination. This document serves as a written notification that your failure to comply with regulatory requirement could result in additional enforcement action described in 9 CFR part 500. Past Similar NRs - Previous Ineffective Plant Actions: See Establishment response to this noncompliance. The previous preventive measure have either not been implemented or ineffective to prevent this recurrence. NR: 44-2010 dated 5/20/2010

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(d) Product must be protected from adulteration during processing, handling, storage, loading, and unloading at and during transportation from official establishments.
