Citation: At approximately 1920 hrs., after the plants pre-operational sanitation and prior to the start of operations I observed the following noncompliance's while performing the 01B02 procedure for pre-operational sanitation. In the evisceration department, I observed product residue build up in the direct product contact surface of the liver and heart pipes at the west giblet harvest area. And fat and chicken particles on the giblet table plus build up in the giblet harvest chain. I immediately rejected the giblet harvester unit with U.S. tag #B39802085 and notified sanitation manager of the noncompliance. After observing black residue at the motor cover area I requested the sanitation manager remove the cover to the motor area. Once the cover was removed I observed an excessive amount of black grease and mold build up and pieces of product in the motor area. This was not a direct product contact area but I notified the sanitation manager that this exceeds the standards of less than perfect for facility areas. Also while continuing my inspection in the packing department at approximately 2145 hrs., I observed product residue build up and chicken particles, blood and fat on the guide bars and white cams of #2 and #3 line scales. I immediately notified the sanitation manager of the noncompliance. After a review of the plants SSOP records for the evisceration department, the west giblet harvest area was documented as rejected and the area was released for USDA inspection at 1915 hrs. The SSOP records for the packing department line scales was documented as acceptable and the department was released for USDA inspection at 2135 hrs. This document serves as a written notification that failure to comply with regulatory requirements could result in additional enforcement action described in 9 CFR part 500.

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
