Citation: At approximately 1920 hrs., after the plants pre-operational sanitation and prior to the start of operations, I observed the following noncompliance while performing the 01B02 procedure for pre-operational sanitation. In the stack off area where the ice chute is located I observed black ice tanks with ice already in them and plastic covering over top of them. I asked the sanitation supervisor why they had ice in already before being made available for USDA inspection. He said that the ice was left over from day shift and stored in the cooler. I also observed an employee filling some other black ice tanks and placing plastic over top of them. I asked him to remove the plastic covering and I observed product residue build up on the inside of them. After inspecting several more I observed the same product residue build up and I immediately rejected all the black ice tanks with U.S. tag #B3980284 and QA tagged a total of seven ice tanks all together. After the ice was removed from the tanks I observed pieces of fat and chicken particles on the inside of them. After a review of the plants SSOP records, the ice tanks were not documented as inspected by sanitation anywhere on the records. The sanitation manager informed me that the ice tanks would be added to the giblet chiller SSOP records. This document serves as a written notification that failure to comply with regulatory requirements could result in additional enforcement action described in 9 CFR part 500.

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
