Citation: On Wednesday, October 20, 2010, at approximately 2100 hours, while performed a review and observation component for the 01C02 procedure in the Deboning Department, at the start of operation, I observed a large piece of chicken part on the thigh incline conveyor. At close examination, I observed four large piece of chicken thigh parts approximately 28 mm in size on the inside surface of the incline conveyor and one large piece of chicken part on the stainless steel chute approximately 20 mm in size. I also observed grease buildup and chicken fat particles various size too numerous to count on the product contact surface from previous day's operation. After further examination, I observed chicken fat particles various sizes on the product contact surface of the leg incline conveyor and conveyor drip pan too numerous to count from previous day's operation. I immediately took a regulatory control action on the Thigh and Leg Incline Conveyors with US Rejected Tag B39 801350. After sanitary conditions were restored and the process was under control, I relinquished the regulatory actions on the Thigh and Leg Incline Conveyor approximately 2137 hours. I informed (Sanitation Manger) and (Thigh Deboning Supervisor) of my observation. Production was stopped before product was involved with this noncompliance. A check of the plant GMP forms and plant's Operational Sanitation record (Thigh & Leg Deboning) shows no documentation for the above noncompliances. A check of the plant SSOP form for (Thigh & Leg Deboning) shows no deficiencies for the above noncompliances. This Department was released at 2021 hours for inspection. The Establishment SSOP Plan under Operational Sanitation, revisions effective 03-18-2008: Processing "[redacted]. Establishment management has received oral and written notification concerning this noncompliance. The noncompliance's involved direct products cross contamination. This document serves as a written notification that your failure to comply with regulatory requirement could result in additional enforcement action described in 9 CFR part 500.

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(d) Product must be protected from adulteration during processing, handling, storage, loading, and unloading at and during transportation from official establishments.
