USDA Inspection Report: 7 Nov 2010

Citation: On Sunday, at approximately 1917 hours, after plant's pre-operational sanitation and prior to the start of operation, I observed the following noncompliance's while performing pre-op sanitation (01B02) procedure, the following was observed: In the Live receiving, Live Hang, Slaughter, Scalder & Picking Department) the following was observed: Excessive amount of residue buildup and feathers inside surface of the DOA transfer conveyor and shackles. I rejected the DOA Transfer Conveyor and Shackles for unsanitary condition with US Rejected Tag B39 801367. I also observed excessive amount of dirt, dust and feathers buildup on top of the electric room roof, overhead pipes, unloader track and main water line system area to the Live Receiving Department. I rejected this area for unsanitary condition with US Rejected Tag B39 801369. The dirt dust, and feathers buildup at some location was approximately 1/2 inches of buildup on the surfaces. .I informed (Sanitation Supervisor) of my observation. This area was also shown to Dr. (SVMO), (Plant Manager) and (1st Processing Manager). While continuing my inspection in the Deboning Department at approximately 2025 hours, the following noncompliance's were observed: Chicken fat particles various sizes on the product contact surfaces to the Gainco Machine on the main transfer conveyor, frameworks, trim station cutting boards too numerous to count. I rejected the Gainco Machine with US Rejected Tag B 39 801339. I observed grease buildup and chicken fat particles various sizes on the product contact surface of the incline conveyor to the Batch Scale. I rejected the incline conveyor with US Rejected Tag B39 801370. I observed chicken fat particles various sizes on the product contact surface of the leg dumper incline conveyor. I rejected the Dumper Incline Conveyor with US Rejected Tag B 39 801369. was informed of my observation. While continuing my inspection in the Cut-Up Department, the following was observed: Excessive amount of chicken fat particles various sizes on the floor from the drumstick scale area down to the wing tip area. I rejected the product flow area for unsanitary condition. A check of the plant SSOP's forms (Live Receiving, Deboning and Cut-Up) shows no deficiencies for the above noncompliance's. These areas were released at 1800 Live Rec'd, 2020 hours, Thigh & Leg and 2102 hours Cut-Up for inspection. All noncompliance found were from previous day's operation. This developing trend of noncompliance and the ineffectiveness of the preventive measures were discussed with plant management during the weekly meeting on 11/02.2010. Continued failure to comply with regulatory requirements could result in additional enforcement action described in 9 CFR part 500. Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
