Citation: At approximately 2338 hours, while performing a test for finished product standards on the east evisceration line at the pre-chill station, Performance of this check is part of procedure 04C04. I randomly selected ten poultry carcasses from the east evisceration line and inspected them for Processing Nonconformance/Trim Nonconformance. I observed fecal material on one of the ten randomly selected test carcasses. I observed one poultry carcass with visible fecal contamination inside surface of the carcass. At close examination, I observed visible fecal contamination on the left thigh across from the kidney area approximately 12 mm in diameter. I immediately stopped the production on the east evisceration line. I also observed the Cloaca with a 1 1/2 inches intestine. The fecal material was light brownish in color, semi-solid, pasty consistency. The fecal material smeared to the touch. This is a failure for zero tolerance of visible fecal material and a failure of CCP#3B of plants HACCP plan. (Evisceration Supervisor) was informed of my finding. The affect carcass was also shown to (1st Processing Manager). The affected carcass was taken to the reprocessing station to be reworked. After the plants immediate corrective action according to the regulatory requirements of 417.3 was put in place, the plant QA technician performed retests that I monitored at 2340 hours. There was one plant fecal checker on the east evisceration line before I observed this noncompliance. This is the last point before the chill system when control can be exerted to prevent the contaminated bird from entering the chill system in violation of regulation 9 CFR 381.65 (e) as well as 9 CFR 417.2(c) (4). I then performed a 03J02 procedure for the specific lot for all CCP's plus the preshipment review. The establishment has identified fecal material to be a hazard in its hazard analysis and controls the hazard with CCP#3B. Fecal material harbors microorganisms and possible pathogens and must be prevented from entering into the chill system. FSIS would expect the establishment to have procedures in place to prevent the reoccurrence of contaminated birds from entering the chill system. Continued failure to comply with regulatory requirement could result in additional enforcement action described in 9 CFR part 500. Past Similar NRs - Previous Ineffective Plant Actions: See plant response to this noncompliance. The previous preventive actions have either not been implemented or ineffective to prevent this recurrence of CCP3B of the plants HACCP Plan. NR: 79-2010 dated 9/9/2010


381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.

417.2(c)(4) List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits;
