Citation: On Tuesday, 11/09/2010, at approximately 1902 hours, after plant's pre-operational sanitation and prior to the start of operation, I observed the following noncompliance's while performing pre-op sanitation (01B02) procedure, In the (Evisceration Department) the following was observed: I observed black specks and giblet particles on inside surface of the giblet trays approximately seven giblet trays before stopped my inspection of the giblet trays and rejected the giblet trays on the East Evisceration Line with US Rejected Tag B39 80136 for unsanitary condition. I informed (Sanitation Supervisor) of my observation. While continuing my inspection in the Deboning Department at approximately 2030 hours, the following noncompliance's were observed: Chicken fat particles various sizes on the product contact surfaces to the overhead thigh incline transfer conveyor and drop chute to numerous to count. I also observed grease buildup on the yellowish rubber guard and stainless steel guard at the drop chute location. I rejected the overhead thigh incline transfer conveyor and drop chute for unsanitary condition. I remained in the area until sanitary condition was restored. was informed of my observation. While continuing my inspection in the Cut-Up Department at approximately 2146 hours, the following was observed: Chicken fat particles various sizes on the product contact surface of the front half pre-cutter, legs and drumsticks chutes on the Cut-Up line [redacted] too numerous to count. I rejected the front half pre-cutter, legs and drumsticks chutes with US Rejected Tag B39 801363. Chicken fat particles various sizes on the product contact surface of the overhead breast and back transfer conveyor approximately eight to ten chicken fat particles on each of the product contact surfaces. I rejected the Breast and Back overhead transfer conveyor with US Rejected Tag B39 801357 for unsanitary condition. lendez was informed of my observation A check of the plant SSOP's forms (Evisceration East) show deficiencies for the giblet trays for reason failed - overspray Corrective Measure - rewashed and resanitized. This area was released at 1834 hours for inspection. A check of the plant SSOP's forms (Thigh & Leg Debone) shows deficiencies for the incline conveyor for reason failed - chicken pieces Corrective Measure - rewashed and resanitized. This area was released at 2025 hours for inspection. A check of the plant for (Cut-Up) show no deficiencies for above noncompliance. This area was released at 2130 hours for inspection. All noncompliance found were from previous day's operation. This developing trend of noncompliance and the ineffectiveness of the preventive measures were discussed with plant management during the weekly meeting on 11/02.2010. Continued failure to comply with regulatory requirements could result in additional enforcement action described in 9 CFR part 500.

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
