Citation: On Monday,at approx. 1913 hours, after plant's pre-operational sanitation and prior to the start of operation, I observed the following noncompliance's while performing pre-op sanitation (01B02) procedure, In the (Evisceration Department) the following was observed: I observed giblet particles various sizes on inside/outside product contact surface of the giblet harvest too numerous to count on the West Evisceration Line. I rejected the giblet harvest with US Rejected Tag B39 801339. I also observed giblet particles various sizes on the framework of the giblet harvest. I informed (Sanitation Supervisor) of my observation. While continuing my inspection in the Deboning Department at approx. 2055 hours, the following noncompliance's were observed: Chicken fat particles various sizes on the product contact surfaces on the drop chute( Gainco), six employee station drop chute's, Gainco Product Conveyor, and framework to the Gainco machine too numerous to count. I rejected the Gainco Machine with US Rejected Tag B39 801371. I observed chicken fat particles various sizes on the product contact surface of the tender conveyor, transfer conveyor, drop chute and three knives sharpeners at Breast Deboning Line [redacted] I also observed chicken fat particles on the upper framework of the transfer conveyor and cone line. I rejected Breast Deboning Line [redacted] with US Rejected Tag B39 801354. I informed (Sanitation Manager) was informed of my observation. While continuing my inspection in the Cut-Up Department at approx 2240 hours, the following was observed: Chicken fat particles various sizes on the product contact surface of the wing cutter line [redacted] upper thigh transfer conveyor, thigh transfer conveyor to the thigh skinner machine, back chutes, breast chutes, leg scale station, leg quarter chute grading, drumsticks chute grading, wing chute grading and drumsticks chutes grading. I immediately stopped inspection and rejected Cut-Up Department with US Rejected Tag B39 801372. (Sanitation Manager) was informed of my observation A check of the plant SSOP's forms (Evisceration West) show deficiencies for the giblet harvest, Grader & Tumbler for reason failed - overspray Corrective Measure (CM) - rewashed and resanitized. This area was released at 1910 hours for inspection. A check of the plant SSOP's forms (Thigh & Leg Debone) shows deficiencies for the Gainco trim stations, Bone/Trim Conveyor, Gainco Product Conveyor for reason failed - chicken pieces (CM) - rewashed and resanitized. This area was released at 2000 hours for inspection. A check of the plant SSOP's Breast Line [redacted] shows deficiencies for cone lines, and transfer belt for reason failed - chicken pieces and overspray (CM) - rewashed and resanitized. This area was release at 2042 hours for inspection. A check of the plant SSOP's for (Cut-Up) show deficiencies for wing cutter line [redacted] drumstick conveyor, thigh skinner, leg quarter, breast conveyor for chicken pieces and overspray's (CM) - rewashed and resanitized. This area was released at 2232 hours for inspection. All noncompliance found were from previous day's operation. This developing trend of noncompliance and the ineffectiveness of the preventive measures were discussed with plant management during the weekly meeting on 11/10.2010. Continued failure to comply with regulatory requirements could result in additional enforcement action described in 9 CFR part 500. Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
