Citation: On Monday, 12/27/2010, at approximately 2051 hours, after plant's pre-operational sanitation and prior to the start of operation, I observed the following noncompliance's while performing pre-op sanitation (01B02) procedure, Chicken fat particles various sizes on the product contact surfaces on five employee station drop chute's, Gainco Product Conveyor, and framework to the Gainco machine too numerous to count. I rejected the Gainco Machine with US Rejected Tag B39 801203. I observed chicken fat particles various sizes on the three boneless skinless stainless steel bag holders use for batch scales. Chicken fat particles various size on the top surface and framework to the Gainco's label scale. Chicken fat pieces and particles various sizes on the product contact surface of the breast incline conveyor and overhead transfer conveyor to Breast Cone lines [redacted] and [redacted] too numerous to count. I rejected Breast Incline Conveyor and Transfer Conveyor with US Rejected Tag B39 801202 for unsanitary condition. I informed (Sanitation Manager) was informed of my observation. A check of the plant SSOP's forms (Thigh & Leg Debone) shows no deficiencies for the Gainco employee stations, Gainco Product Conveyor and Gainco Batch Scale. This area was released at 2045 hours for inspection. A check of the plant SSOP's form (Breast Department) shows no deficiencies for breast incline conveyor and transfer conveyor. This area was release at 2045 hours for inspection. Some of the equipment rejected was product contact surfaces. All noncompliance found were from previous day's operation. This developing trend of noncompliance and the ineffectiveness of the preventive measures were discussed with plant management during the weekly meeting on 12/15/2010. Continued failure to comply with regulatory requirements could result in additional enforcement action described in 9 CFR part 500. Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
