Citation: On Tuesday, 1/18/2011, at approximately 1927 hours, after plant's pre-operational sanitation and prior to the start of operation, I observed the following noncompliance's while performing pre-op sanitation (01B02) procedure, In the (Evisceration Department) the following was observed: four missing giblet trays from the east inspection station and multiple giblet trays with black grease marking various sizes on the inside product contact surface and outside surface's of the trays. I rejected the Giblet Trays with US Rejected Tag B39 801216. At approximately 1937 hours, In the Live Receiving Department, I observed three large holes in the wall (Northeast) by the unloader approximately eight (8) inches from the floor. The cracks were 25 mm in size, 30 mm in size and 36 mm in size. I observed water dripping from two different locations underneath an old air vent unit (Not in use) near Picker #4. I observed hot scalding water dripping from a drip pan at the East Scalder walk way. The hot water was leaking from two hot pressure pipes above the east scalder. I informed (Sanitation Supervisor) of my observation on all above noncompliance's. A check of the plant SSOP's forms (Evisceration East) show no deficiencies for the above noncompliance's. The area was released at 1910 hours for inspection. A check of the plant SSOP's forms (Live Hang, Slaughter, Scalding and Picking Department) shows no deficiencies for the above noncompliance. This area was released at 1925 hours for inspection. All noncompliance found were from previous day's operation. This developing trend of noncompliance and the ineffectiveness of the preventive measures were discussed with plant management during the weekly meeting on 1/06/2011. Continued failure to comply with regulatory requirements could result in additional enforcement action described in 9 CFR part 500. 416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.2(b)(4) Rooms or compartments in which edible product is processed, handled, or stored must be separate and distinct from rooms or compartments in which inedible product is processed, handled, or stored, to the extent necessary to prevent product adulteration and the creation of insanitary conditions.

416.2(d) Ventilation. Ventilation adequate to control odors, vapors, and condensation to the extent necessary to prevent adulteration of product and the creation of insanitary conditions must be provided.

416.2(e) Plumbing. Plumbing systems must be installed and maintained to

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
