Citation: On Thursday, 2/03/2011, at approximately 2128 hours, after plant's pre-operational sanitation and prior to the start of operation, I observed the following noncompliance's while performing pre-op sanitation (01B02) procedure: (Packing Department), I observed chicken fat particles on the product surface of the Rehanager to Cut Up Line [redacted] and [redacted] The chicken fat particles were on the inside frameworks and drip pans under both Rehanagers too numerous to count. I rejected Rehangers to Cut -Up Line [redacted] and [redacted] and remained in the area until sanitary condition was restored. While continuing my inspection at approximately 2155 hours, in the Cut-Up Department, the following was observed: chicken fat particles various sizes on the product contact surfaces of the Midjoint conveyor, wing conveyor, split breast conveyor, thigh conveyor/drop chute and breast incline drip pan too numerous to count. I rejected the Cut-up Department with US Rejected Tag B39 801236 for unsanitary condition. I informed (Sanitation Supervisor) and (Sanitation Manager) of my observation. A check of the Plant SSOP's forms (Packing Department) show no deficiencies for the above noncompliance. This area was released at 2100 hours for inspection. A check of the Plant SSOP's forms (Cut-Up Department)) show no deficiencies for above noncompliance. This area was released at 2150 hours for inspection. All noncompliance's were from previous day's operation. This developing trend of noncompliance and the ineffectiveness of the preventive measures were discussed again with plant management at the weekly meeting on 2/03/2011. Continued failure to comply with regulatory requirements could result in additional enforcement action described in 9 CFR part 500. Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
