Citation: On Monday, 2/07/2011, at approximately 2042 hours, after plant's pre-operational sanitation and prior to the start of operation, I observed the following noncompliance's while performing pre-op sanitation (01B02) procedure: (Thigh and Leg Debone Department), I observed grease buildup on the product contact surface of the Thigh Incline Conveyor from previous day's operation. I rejected Thigh Incline Conveyor with US Rejected Tag B39 801233. I informed (Sanitation Supervisor) of my observation. While continuing my inspection at approximately 2250 hours, in the Cut-Up Department, the following was observed: chicken fat particles, black specks and blood drop various sizes on the product contact surfaces of multiple shackles on Line [redacted] and [redacted] too numerous to count from previous day's operation. I rejected shackle lines [redacted] and [redacted] with US Rejected Tag B39 801237 for unsanitary condition. I informed (Sanitation Supervisor) of my observation. A check of the Plant SSOP's forms (Thigh & Leg Debone Department) show deficiencies for the thigh incline conveyor for overspray. Corrective Measure - Rewashed and Resanitized. This area was released at 2036 hours for inspection. A check of the Plant SSOP's forms (Cut-Up Department)) show no deficiencies for above noncompliance. This area was released at 2235 hours for inspection. All noncompliance's were from previous day's operation. This developing trend of noncompliance and the ineffectiveness of the preventive measures were discussed again with plant management at the USDA/Plant Management weekly meeting on 2/03/2011. Continued failure to comply with regulatory requirements could result in additional enforcement action described in 9 CFR part 500. The establishment previous preventive measures have not been implemented or ineffective to prevent this recurrence of this noncompliance. NR: 12-2011 dated 2/3/2011

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
