Citation: On Monday, 02/28/2011, at approximately 2039 hours, after plant's pre-operational sanitation and prior to the start of operation, I observed the following noncompliance's while performing pre-op sanitation (01B02) procedure, In the ( Deboning Department), Chicken fat particles various sizes on the product contact surface of the leg incline conveyor from previous day's operation too numerous to count. I rejected leg incline conveyor with US Rejected B39 801246 Tag for unsanitary condition. Chicken fat particles and chicken pieces on the product contact surface on the upper product conveyor, Gainco Trim Stations, Bone/Trim Conveyors and Gainco Product Conveyor from previous day's operation too numerous to count. I rejected the Gainco Machine with US Rejected Tag B39 801247 for unsanitary conditions. I also observed grease buildup on the upper product conveyor at different location of the conveyor. Chicken fat particle various sizes on the product contact surface of four (4) stainless steel breast cones on Line [redacted] from previous day's operation (Each cone had two to three chicken fat particles). While continuing my inspection in the Cut-Up Department, the following was observed: at approximately 2251 hours, chicken grease buildup on the product contact surface of the front half cutter machine from line [redacted] approximately three inch wide and five inch in length from previous day's operation. I rejected the front half cutter machine with US Rejected Tag B39 801243 for unsanitary condition. I informed (Sanitation Manager) of my observation on all above noncompliance's. A check of the plant SSOP's record (Thigh Debone) shows deficiencies for the bone/trim conveyor for overspray and Gainco product conveyor for chicken pieces. Corrective Measure - Rewashed and Resanitized. This area was released at 2028 hours for inspection. A check of the plant SSOP's record (Leg Debone) shows deficiencies for the leg incline conveyor for overspray. Corrective Measure - Rewashed and Resanitized. This area was released at 2028 for inspection. A check of the plant SSOP's record for (Breast Deboning lines and Breast Portioning) shows deficiencies for the Cone Lines [redacted] for chicken pieces. Corrective Measure - Rewashed and Resanitized. This area was released at 2030 for inspection. A check of the plant for (Cut-Up) show no deficiencies for above noncompliance. This area was released at 2233 hours for inspection. All noncompliance found were from previous day's operation. This developing trend of noncompliance and the ineffectiveness of the preventive measures were discussed with plant management during the weekly meeting on 02/09/2011. Continued failure to comply with regulatory requirements could result in additional enforcement action described in 9 CFR part 500. The establishment previous preventive measures have not been implemented or ineffective to prevent this recurrence of this noncompliance. NR: 10-2011 dated 1/30/2011

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.15(b) Corrective actions include procedures to ensure appropriate disposition of product(s) that may be contaminated, restore sanitary conditions, and prevent the recurrence of direct contamination or adulteration of product( s), including appropriate reevaluation and modification of the Sanitation SOP’s and the procedures specified therein or appropriate improvements in the execution of the Sanitation SOP’s or the procedures specified therein.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
