Citation: At approximately 2300 hrs., I was paged to the evisceration department at the request of FI-7 Mr. notified me that he thought he observed the lead person manipulate the gray test barrel of reprocessed chicken before QA could perform their check on it with another gray barrel of reprocessed chicken that QA already checked and released. Then the lead person interjected the gray barrel of chicken from the reprocess area, which was not checked and released by QA, to the air chill system. Approximately twenty minutes earlier I observed the reprocess area was nearly filled to capacity with chicken while I was performing an 03J01 procedure for zero tolerance fecal for CCP # 2B which was found acceptable. And minutes after leaving the department is when I was paged for Mr. After Mr. informed me of his observations I immediately proceeded to the north end of the department where the production employee introduces the reprocessed chicken carcasses into air chill system line. At that time I observed an employee preparing to take the chicken out of the gray barrel from reprocessing area, that Mr. notified me of, to place on the air chill system line. I immediately stopped him so I could inspect the gray barrel of chicken that was in question. After inspecting several chicken carcasses I observed that none of the chicken carcasses had been reconditioned by vacuuming out the kidneys, I observed multiple chicken carcasses with ingesta, and three chicken carcasses with an excessive amount of fecal material. I immediately initiated regulatory control action and retained the gray barrel of chicken carcasses with U.S. tag # B39133621 and notified of the noncompliance at approximately 2310 hrs. I also notified and The fecal material was approximately 3/8 " in diameter with a dark greenish color and a thick pasty consistency. This is the last point of location where preventive measures could be exerted before entering the chill system. After discussion with the QA tech and record review for CCP #2B in the evisceration department, it was determined that this gray barrel of chicken carcasses was not inspected or released by the QA tech. An 03J02 procedure will be completed on the next shift. This document serves as a written notification that failure to comply with regulatory requirements could result in additional enforcement action described in 9 CFR part 500.

Regulation:

381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.

417.2(c)(4) List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits;
