Citation: At approximately 1850 hrs., after the plants pre-operational sanitation and prior to the start of operations, I observed the following noncompliance's while performing the 01B02 procedure for pre-operational sanitation. In the giblet department I observed a metal key in the liver/heart chiller. I immediately notified the sanitation manager of the noncompliance and rejected the liver/heart giblet chiller with U.S. tag #B39801281. The giblet chiller was released at 1830 hrs. and documented as acceptable on the SSOP records. At 1910 hrs. In the packing department I observed overspray of chicken particles on the product wash station. I immediately notified of the noncompliance and rejected the product wash station with U.S. tag #B39801279. At 1915 hrs. I observed a chicken wing, large pieces of fat and overspray of chicken particles in the box track and large pieces of fat on the electrical box for the upper conveyor in the cut-up department. I notified of the noncompliance. And also at approximately 1930 hrs. I observed black UFM's on the direct product contact surface of the front half breast conveyor in the cut up department. I immediately rejected the front half breast conveyor with U.S. tag # B39801280 and notified of the noncompliance. After a review of the SSOP records for the cut-up department all units were documented as acceptable and the department was released for USDA inspection at 1900 hrs. This document serves as a written notification that failure to comply with regulatory requirements could result in additional enforcement action described in 9 CFR part 500.

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
