Citation:

At approximately 2155 hrs., after the plants pre-operational sanitation and prior the start of operations I observed the following noncompliance's while performing the 01B02 procedure for pre-operational sanitation. In the packing department I observed a large piece of fat approximately 1 inch and multiple pieces of overspray on top of the line [redacted] rehanger. I immediately notified of the noncompliance. While continuing my inspection in the cut-up department at approximately 2205 hrs., I observed an excessive amount of product residue build up on the plastic green guide rails for line [redacted] shackles and on metal guide bar also for line [redacted] shackles. I immediately notified of the noncompliance and left the department to give inspectors break. At approximately 2240 hrs. I returned to the cut-up department and informed me he was ready for reinspection of the area of the noncompliance. At that time I observed additional product residue build up on a separate area of line [redacted] plastic green guide rails. I notified of the noncompliance and left the department until all line [redacted] green guide rails were all recleaned. At approximately 2300 hrs. notified me he was ready for reinspection of the area of the noncompliance. After reinspection of the area of the noncompliance, the area was found acceptable and I released the cut-up/packing department for production operation. All noncompliance's observed were nonproduct contact surfaces. Approximate down time was one hour for the cut-up department. After a review of the plants SSOP records for the cut-up/packing department, the line [redacted] rehanger in packing was documented as acceptable and the department was released at 2145 hrs. The line [redacted] shackles (guide rails inclusive) were documented as acceptable and the department was released for USDA inspection at 2153 hrs. This document serves as a written notification that failure to comply with regulatory requirements could result in additional enforcement action described in 9 CFR part 500. Past Similar NRs - Previous Ineffective Plant Actions: Similar noncompliance was documented on NR 51. Preventive measures were either ineffective or not properly implemented. NR: 51-2011 dated 7/19/2011

Regulation:

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
