Citation: At approximately 2035 hrs. after the plants pre-operational sanitation and prior to the start of operations, I observed the following noncompliance's while performing the 01B02 procedure for pre-operational sanitation. In the deboning department I observed a large piece of chicken meat, fat and multiple chicken particles on the white breast skinner conveyor for line # [redacted] I immediately rejected line # [redacted] breast skinner conveyor with U.S. tag #B39801278 and notified of the noncompliance. While continuing my inspection of the deboning department I observed product residue, chicken pieces and pieces of fat multiple sizes under the thigh gainco product conveyor. I immediately rejected the thigh gainco product conveyor with U.S. tag #B39800901 and notified of the noncompliance. After a review of the plants SSOP records for the deboning department, the white breast skinner conveyor was documented as rejected for (os) over spray and the thigh gainco product conveyor was documented as rejected for (cp) chicken pieces. Both units were documented as recleaned and sanitized and the department was released for USDA inspection at 2020 hrs. While continuing my pre-op inspection in the cut-up department I observed the following noncompliance at approximately 2150 hrs. On the line # [redacted] blue wing conveyor I observed multiple chicken particles in the groves and linkage of the conveyor. I immediately rejected the blue wing conveyor for line # [redacted] with U.S. tag #B39800908 and notified of the noncompliance. After a review of the SSOP records for the cut-up department, the unit was documented as acceptable and the department was released for USDA inspection at 2145 hrs. All deficiencies were product contact surfaces. This document serves as a written notification that failure to comply with regulatory requirements could result in additional enforcement action described in 9 CFR part 500.

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
