Citation: At approximately 1125 hours on March 15th, while performing a 10 bird Poultry Zero Tolerance verification on the west evisceration line at the prechill station, I observed fecal material on the inside of one carcass (8th bird out of 10). The fecal material was dark green, semi solid, and of a pasty consistency. It measured approximately a 1/2 inch by 2 inches and was inside the bird and against the breast/keel bone. There was an additional area of fecal material on the inside side of the bird measuring less than 1/4 of an inch. I took regulatory control action by requesting a plant employee stop the line so corrective actions could be initiated by the establishment. I informed (Evisceration Supervisor)of the fecal failure and watched as she began corrective actions and restarted the line. and her trainee (QA), along with (1st Processing Manager)were also informed of the fecal failure and observed the bird.I monitored as a 10 bird retest was performed by QA and passed, and three birds were tagged and returned to the line. The establishment notified USDA that maintenance would be looking at the machines to try and identify the issue causing the noncompliance. At approximately 1407, while verifying the establishment's corrective actions, I noticed the spray cabinet after air chill was not functioning. This cabinet is part of the establishment's corrective action plan.I notified and (QA) of the issue. Establishment personnel stopped the line and fixed the spray cabinet. The peracetic acid level for the spray cabinet was checked at 1353 and found to be 180ppm. During postchill checks at 1358 and 1406 hours, QA confirmed the spray cabinet was operational. (Day Shift Plant Manager)was notified. The plant informed me that they would rework all affected product from the last acceptable check (1406) at their reconditioning stations. At 1420, while doing a USDA 10 bird post chill check, I found fecal material on one of the birds. The fecal material was dark green, semi solid, and pasty in consistency. It was located on the underside of the distal wing joint of the right wing. This 10 bird group was from the West line, which had passed through the spray cabinet. I again notified QA who notified QA did a retest and found no fecal material. They segregated the affected birds and checked 10% of the birds. I monitored and verified their recheck and QA and USDA found the product acceptable. This establishment controls the fecal hazard with CCP 3B, and has identified fecal material as a significant hazard in its hazard analysis. This failure is a violation of 9CFR 417.2(c)(4). This document serves as written notification that failure to comply with regulatory requirements could result in additional enforcement action described in 9CFR part 500.

417.2(c)(4) List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits;
