Citation: At approximately 0705 hours I, USDA, FSIS, Consumer Safety Inspector, performed a Sanitation performance standards (SPS) checks in the Shipping and receiving department of establishment 1304 P/1 and detected the following noncompliance. 1. Multiple shipping dock plates had large amounts of debris and the various amounts of wet trash located under and around the aforementioned plates. Meat and Poultry Inspection Regulations 416.1, 416.2(d) & 416.4(b),(d) was not met. This noncompliance may inadvertently affect product. The Shipping Manager, Mr. and Supervisor Mr. were both informed of the unsanitary conditions and was shown the large area of concern. According to the GMP for shipping /receiving the QA department designee will review shipping /receiving area every 2 hours for cleanliness and record findings. USDA reviewed the GMP document for the shipping/receiving department dated 03/18/2012 (3rd shift)and 03/19/2012 (1st shift) and observed that noncompliance findings were not documented at the time of USDA's review. This written document serves as a Sanitation Performance Standard, Product Based noncompliance. The verbal response by the shipping manager instructed USDA that the noncompliance will be dealt with and sanitary conditions would be restored. USDA observed the sanitary conditions being restored and no further regulatory control actions were warranted.


416.1 Each official establishment must be operated and maintained in a manner sufficient to prevent the creation of insanitary conditions and to ensure that product is not adulterated.

416.2(d) Ventilation adequate to control odors, vapors, and condensation to the extent necessary to prevent adulteration of product and the creation of insanitary conditions must be provided.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
